About Us

“Evidence-based Advocacy for Reform” Project (hereinafter referred to as Project) is implemented by the Union of Information Technology Enterprises (leading member of the Project consortium) together with the ''Armenian Lawyers’ Association'' non-governmental organization and the European Business Association.

This project is implemented within the "Support to SME Development in Armenia" (SMEDA) project which is co-funded by the European Union and the German Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by GIZ Private Sector Development in South Caucasus Programme. SMEDA is part of the EU4Business and EU4Innovation initiatives of the European Union.

Brief description of the Project

The project is designed to ensure participation of the private sector in the process of developing policies implemented in the Small and Medium Entrepreneurship sphere by the Government, increasing the impact on these policies. The Project team plans to use a pre-selected set of tools and innovative methods. These may be informal "without a tie" meetings, round table discussions, public seminars, the formation of specialized working groups and the development of the evidence-based policies in this sphere.

One aspect of the Project is the use of innovative ideas. In particular, the Project team has created this business sector whistle-blowing website, which will enable business representatives to inform about corruption risks and other problems encountered in business, while ensuring their safety. It should also be noted that the information got through this method will also be used for developing new policies in the business sector and implementing appropriate reforms.

The capacities of membership-based business organizations will be strengthened within the framework of the Project, through which they will master the creation of public-private dialogue and the skills necessary for developing this dialogue.

Project aims

The overall objective is to increase the influence of Business Membership Organisations (BMOs) in promoting SME business environment reforms.

Specific objectives are:

  • To strengthen public-private dialogue and influence the SME policy debate
  • To strengthen membership of BMOs through recruitment of new members and provision of new services for members
  • To create an innovative web tool for gathering information and make corresponding analysis of the main impediments for businesses.
