Shortcomings of the New Draft Anti-Corruption Strategy 2019-2022

The Ministry of Justice had submitted the New Draft RA Anti-Corruption Strategy and Action Plan for its implementation in 2019-2022.

Ms Susanne Soghomonyan, an independent anti-corruption expert, in the interview said that the anti-corruption strategy should be the main policy that shall include conceptual solutions and new anti-corruption mechanisms to carry out a serious anti-corruption fight in Armenia.

We consider implementation of the anti-corruption compliance program important. Within the framework of the draft strategy, it is important to fight against corruption in business, as well as to increase the anti-corruption perception of business. Here naturally, there are mechanisms that must work together to complement one another. For example, the draft anticipates an anti-corruption compliance program, but it does not provide provisions for criminal liability for legal entities. It is currently provided only in the draft Criminal Code, which has been published in the e-draf.am for already two years, but there is no progress yet," Susanna Soghomonyan said.
