It Is Proposed to Provide Citizens with a Receipt When Using Medical Services

04.02.2026

The draft law proposes that from now on, citizens be issued a receipt from an electronic cash register (ECR) for all medical services. All information will be collected in the ARMED software system, resulting in a single unified information system. This was stated by MP Tzovinar Vardanyan during the February 4 session of the Standing Committee on Economic Affairs of the RA National Assembly.

The draft law, authored by MPs Tzovinar Vardanyan and Arusyak Manavazyan, on “Amendments and Additions to the RA Tax Code,” was discussed in the first reading. This information was reported to bizprotect.am from the National Assembly.

Specifically, it is proposed to amend Article 380.1 of the RA Tax Code, according to which organizations and individual entrepreneurs providing medical assistance and services will be required to use an electronic cash register. If the payment is made through payment tools based on payment technologies, then having an electronic cash register will become mandatory.

“For the payment made for the provision of services, an electronic receipt from the electronic cash register will be generated, which the citizen can receive through the electronic health system application,” Tzovinar Vardanyan explained.

It is also proposed that when providing medical assistance and services, each service provided be printed on the tax invoice and receipt with a personalized identification code generated by the electronic health system for the corresponding medical service.

“The code will show which services the citizen used and how much they paid for each service. This also serves as a monitoring tool,” the main presenter noted.

Deputy Chairman of the State Revenue Committee, Hamlet Sahakyan, stated that the Government gave a positive conclusion on the draft. He also presented certain technical and editorial suggestions.
